I would recommend against it unless you're liquid cooling or have enough hardware to fill up the space. Although I imagine the smaller cases are probably more manageable.

I haven't decided if I really buy a 3950X, but it basically requires a water cooler (probably the reason it doesn't come with a stock fan). 12 cores might be enough for my usual workload of mostly browsing the web. And a Threadripper is a bit overkill too.

The thread ripper is great to drool over. But unless you have some seriously high intensity web browsing, you would be better off with the ryzen series.
