Tested the cable,
Tested the outlet
Paperclip tested the psu
Double checked my plugs.
Removed all peripheral hardware
Still not even a twitch from a fan

ryzen bios needs a video card for the first boot, on-board hdmi won't work until it's turned on in bios
also my corsair psu doesn't spin the fan on the desktop or boot.. only under load, like gaming or video\
