So far I've

Tested the cable,

Tested the outlet

Paperclip tested the psu

Double checked my plugs.

Removed all peripheral hardware

Still not even a twitch from a fan

ryzen bios needs a video card for the first boot, on-board hdmi won't work until it's turned on in bios

also my corsair psu doesn't spin the fan on the desktop or boot.. only under load, like gaming or video\

Ugh. Theres something wrong with this used cases power buttons

Redo the power button plugging? I've definitely hooked those up to the wrong order pins before

I had triple checked the connections. I think the previous owner spilled something on the power button.

Check the following:

North Bridge power cable.

MB main cable

Voltage switch on the PSU

Power to the video card

Check the power cables to the power buttons/front panel

Leave everything else unplugged and power on.
