Official statement by the Dutch governement:

In mutual contact with Turkey Netherlands has repeatedly made it clear that Turkey should not be compromising public order and security in our country. Talk about changing the meeting into a small and private character in the Turkish consulate or embassy where made impossible by the public threat of sanctions by the Turks. Then Netherlands pulled this morning landing rights for the unit of the Turkish Foreign Minister Cavusoglu. The search for a reasonable solution proved impossible. The verbal attacks by the Turkish authorities that followed today, are unacceptable.

The visit of the Turkish Minister of Family Affairs Kaya was irresponsible in this context. In contact with the Turkish authorities, this message has been conveyed again and stated that Minister Kaya is not welcome in the Netherlands. Netherlands does not want to work into implementing public policy campaigns by the Turkish minister in the Netherlands. Nevertheless, she decided to travel.

Upon arriving in Rotterdam the minister was offered all the options to leave. At the consulate she was repeatedly asked to travel back. Both Prime Minister Rutte and Minister Koenders have called on their colleagues. Mutual consultation has led that Minister Kaya will be directed to leave the country via the German border.

Netherlands remains committed to dialogue with Turkey. The government maintains contact with the Dutch local authorities.

When you were talking about legalities in the IRC I thought you meant that what the Turks were doing was somehow legal, which didn't make much sense.
