Russia had developed an ICBM with the purpose of being able to change paths to avoid easy prediction and detection. I don't know if it ever practically went into use, especially given how difficult hypersonic missiles are to intercept these days.

Well outside my knowledge. I wasn't born until after the USSR collapsed. If it hasn't happened recently, I'd need to google or ask my Husband.

I know that they could split in the down phase to deliver bombs to multiple regional targets, but that's about it.

I don't think I'd get crazy worried about this. After all, their military is the same as ours. They have to spend their budget every year or risk cuts the following year LOLS

That cash needs to go somewhere.
