What defines terrorist propaganda? Does it have to be specifically from known terrorist domains, or will the term become a blanket that covers a much wider area?

The time has come to troll every UK politician by obscuring links, promising that the link is something useful for their goals. When they click on it, report them and demand that they are jailed.
