Whitaker is the acting AG(Attorney General) overseeing(He is Mueller's boss technically) the special counsel investigation so he would know first hand what is really going on(Unless they are hiding sh#t from him, very possible).
Everyone else "leaking" and making stuff up was just to sell newspapers.....
It's very weird and possibly fishy that he came out publicly and said it's "close to completion."

Mueller has not once given any indication of his progress. In fact, most of the "leaks" about his progress have been wrong.
But given how long this has been going on, a "nothing to see here, folks" conclusion basically hands Trump the 2020 election.
