I used to live on a 25mph residential street. The state insisted that new tolls would pay for repairs to our local highways. Suddenly my quiet little lane had probably 200 big rigs driving through every day. Years later those highways still suck. Eventually the city blocked heavy vehicles from using that small lane, but not before my old street was beat to shit.
