It's not unheard of to shut down sensitive equipment ahead of a solar storm, but the involvement of the FBI pretty much debunks that possibility. You might be onto something with that malware theory.

It just doesn't make sense why they are being so hush hush about it. If they lied and said it was some sort of chemical leak or a possible terrorist threat, then most people wouldnt think twice about it.

The fact that they didn't invent a cover story suggests that it's probably beyond their ability sweep the truth under the rug, but they still want as much time as possible before the public learns about it.
