I'm no expert, but given their modern military hardware - my initial assumption is that they hit what they intended to. From the article:
Were there a couple of militants hanging out with the kids teaching them rocket science that day? Was it a stray missile? Did some psychotic soldier intentionally hit the bus for kicks? I guess we'll never know.
Regardless, when a bus full of children is incinerated we should probably try to give a shit. As per my comment above, I think 'that part of the world' has a lot to do with it - a bus full of white kids is a different matter.
