Ex-military myself, you are spot on. 40 out of 5K is nothing. That many citizen recruits wash out of basic training, if not more. Plus many others fail security checks in this day and age. This is pure BS.

In addition to that is the very real fact that outside interests have infiltrated the US military many times.
Everyone from foreign agencies to extremist groups have and continue to try.
Considering all that, it does not sound like they are being very picky.
