I took a trip to Thailand early in the year. All the charter companies make everyone wear lifevests.

I have spent some time in SE Asia and lifejackets were rarely provided.

I was only in the tourist areas so they probably made a point of having all boats provide jackets. I can easily see other areas cutting costs.
