Same thoughts. Maybe the author was going for "tax hike"? It is in no way a tax, but that would at least explain the bizzare ending of that sentence. It's probably not worth conducting an autopsy on the author's confused mental state.

Horrible writing. At least when you see awful writing like this in news articles it reminds you that these journalists have no idea what they are talking about.
