In at least two states I'm familiar with there was a period of adjustment. You could legally possess and smoke pot. But you couldn't buy it, sell it or grow it. Which lead to a lot of confusion on everyone's behalf.
My guest with Vermont is that in the next 6 months or so the legislation and bureaucracy will catch up and pot shops will open to the public.

They aren't getting the tax boon. I'm mildly curious how the other states handle this. I figured they all allowed pot stores.
