I think he's getting at the fact that the FCC made an internal decision to implement net neutrality, and that such decisions should be left to the people by proxy of congress, rather than by a closed-room vote by 5 FCC employees.

Interestingly enough, current chairman Ajit Pai holds that same opinion, despite getting his recommendation for chairman from Barrack Obama, who appointed Tom Wheeler to implement net neutrality in the first place. There is some bullshit going on somewhere in this situation. Why set up a law just to have it shot down during the term of your political rival?
