That's cool, that means Twitter itself is now a public forum and also shouldn't be able to ban people from their service. It's technically possible to extend this to ALL "social media" (Facebook, Youtube, etc) with "official" government communication channels.
Either they don't realize what they've done with a giant box of worms and will rapidly fix their "mistake" when it starts getting enforced or they'll try to drag their feet in one direction as much as possible.
