It's not the US government it's the Afghan government. However proped up by the US that is. It actually worked with the Northern Irish peace process IIRC. The UK government negotiated with the IRA who it had effectively been at war with.

Well that's a rather unexpected move. I have a hard time believing that the US would ever treat the Taliban as a legit political organization.
