If gender != sex, then why does gender matter to a government, and why would anyone care?
This is the part that confuses me. Why does gender matter? The only time I need to know what a persons chosen gender is, is if I want to date them.
Otherwise, it's none of my business. If they want to keep it private or flaunt it, that should be their choice. But if I want to ignore it, that should be mine.

When it comes to bathrooms/showers/etc. it is your sex that is relevant. Nobody cares what someone identifys as. Dicks on one side, vaginas on the other, or unisex.
Politicizing it and trying to make it about gay or transgender is just another example of politics creeping in to otherwise simple and obvious things.

I did read it. The first sentence is in response to the article.
The rest is my opinion on the topic.
And it's very much relevant to the article. Passport and government forms should not care about you gender either.
Sex is what they need to put on passport/ID

These are people that do not have a specific sex though, which is why the classification is being changed.
