I have first hand experience dealing with law suits on land where the assumed defendant is just not the perp. Mine involved a cow death and the case was thrown out because the family reacted accordingly to butcher the dead cow immediately, so all evidence was lost. Property disputes are hard, but calling the cops on your neighbors is far too easy

I have been polite, and left them to their own devices but this is inexcusable.
