It pretty much is legal here, and has been for a while. From what I've heard TO, in some areas, isn't far behind.
My guy is black-market, but has a physical retail outlet downtown. There are no signs or anything out front, but it's the worst kept secret in the city. They've been serving the public for years, and are known to the police.

They keep the peace, provide a reliable product, and displace violent criminals, so are allowed to operate openly.
Recently they've been renovating the place and getting ready to put signs out after things go legal.
They saw me through the dark times, so I will not abandon them now. Besides, they still have the best herbs in the city.

cool! there are dispensaries here but they get busted and cleaned out by the cops often enough... it's weird since it's quasi legal but police just have to get their fix I guess... it's to the point they only carry a daily amount in the store and replenish with 24 hours if there's a cop raid. They even have signs that say Dispensary so I dunno wtf. Our best is a place that delivers and then accepts your e-transfer. Great service and no delivery charge.
