basically the command lines for the various flags in chrome. Ctrl-f gpu. I'd try disabling gpu acceleration to see if that has any effect to rule it out.

There's also a ton of other gpu commands. I'd try finding any commands specifically related to amd gpus if that first suggestion doesn't work.

It only affects the Chromium window (you can notice i3's bottom bar is not affected) and anything that uses electrum (I guess it's because it uses Chromium in the background).
