Yeah it kinds of reminds me of the EU Charter. Which basically says -
Article 1 -Freedom of speech, religion, yada yada
Article 2 -Oh but member states can restrict speech if it endangers them in any way, for any reason, at any time

To be fair really upholding free speech is a tall order.. letting pedophiles say whatever they like (perhaps to children) is hard to stomach at times.

God knows America isn't perfect. But one thing I'm very grateful for is how strongly the Supreme Court traditionally backs and supports freedom of speech in all its forms, no matter if it's hate or blasphemy or what. I know most of the west has some support for these kinds of things, but there is also a tradition about it here that, from what I can tell, just doesn't exist in other many other countries, even countries not that dissimilar from the US, like Canada or the UK.
This excerpt from a newspaper in a Muslim country - where church and state are not separated - illustrates very clearly how a secular society (even if the population is religious, the state shouldn't be), with strong personal freedoms is just the best way to go.
