It looks like he was trying to throw and elbow at Raffle (12) who was just on his back, but the dude disappeared and all that momentum turned into a slash. He still shouldn't have done it, but that's a Malkin thing: get frustrated and take stupid penalties.

Give him a one or two game suspension. Based on that clip it looks like it was out of frustration and not with malice but still should be punishable because that's one of the big no-nos in hockey. You never swing your stick at someone and I'm pretty sure that's taught in peewee hockey.
