During Cabinet meetings, Roosevelt and his friend passed silly notes to each other like schoolboys. Referring to the Secretary of Labor, Frances Perkins, Morgenthau once scribbled, “How do you like Madam Perkins’ new hat?”

Roosevelt replied, “CHIC(K),” to which Morgenthau countered, “CLUCK!”
