Diamond Head, like many other sites, is slammed with tourists. So what can the state do?

Declare a place you want destroyed a tourist destination. Ignore them when they steal rocks and things. It's like when someone says they saw The Madonna on a tree trunk, the tree will be gone within a day, one twig at a time, down to the roots.
