Technically it is illegal to advertise housing/lending/employment based on race. However you can choose which locations and publications you choose to advertise in, so facebook could easily get around this by having a checkbox to say you're advertising for employment/housing/lending which would remove the "affinity" options but still allow things like location or "people who follow" type ad choices.
