Yeah, Germany was in absolute financial ruin after Serbia started WW1 and Germany faced the full wrath of Europe blaming them instead of the actual perpetrators. It's sadly understandable that the outcome of WW1 left Germany in such a depression that it fueled the current and next generation of Germans to be the deadliest and most inventive military power the world has ever seen.

It was a failure in the sense that the goal was not achieved, but yeah, Russia sure got it's ass whipped, even though they prevailed in the end.
It's worth noting too that Germany was able to build up its strength even though it was dealing with the crippling restitution payments from The Treaty of Versailles.
