Sure if the store gave it away that could potentially open the store up to lawsuits. But the people that are this desperate for food can't even afford the lawyers to do such.
They're just desperate people, out of work due to the pandemic and encumbered further more with a devastating snow storm. No money, no heat, no food makes for a restless population.
