One of the most messed up parts of this is just how vague the enforcement rules are. For example:

A PERSON WHO IS DETAINED PURSUANT TO SUBDIVISION TWO OF THIS SECTION AS A CONTACT OF A SUSPECTED CASE

First, there are NO guidelines for determining a "suspected case", so who makes that determination? A health official? A police officer? An angry neighbor who calls in an anonymous tip and says someone is a suspected case?

Second, they are detaining contacts of the suspected case. Not just contacts of confirmed carriers/cases, so you you become sus then your friends and family all get hauled.

Third, it doesn't define "contact". Is that someone you have been in close proximity with recently? Someone you live with? Someone you call a lot? Everyone who was at the restaurant you just went to?

This bill is still in committee and has not been put on the calendar yet, but it would be frightening if it passed.
