The Clock is supposed to represent how abruptly the 'end of the world' can happen, mostly by how quickly the Cold War could go hot and the missiles start falling.

I seem to recall that we were already in the middle of a nuclear arms race when the Clock was invented. That too is something which should not start moving the needle down for many months or years.

But it won't happen on an apocalyptic scale in the next two minutes. If it were to stop raining in China or India today and they decided the only choice they had was to invade their neighbors for food, society wouldn't collapse for quite a while yet.
