I mean, I see the point of view of the government. It's historical. But you should be compensated the full value (or nearly so) because without you finding it and reporting it, they'd have never had it.

In Britain I've seen articles where they do compensate finders with a finders fee. It's generally nothing near the full value, but still a good chink of change. All in all though, it's a crappy system.
