I wouldn't even call it hypocrisy. Just an overly rosy opinion of how government procedure will be enacted on the ground. Every policy, no matter how well intentioned, is going to have its edge cases. And when you're dealing with messy subjects like orphans, abductees, and child abuse, policy will generally err on the side of caution.

That's rich; Canada does it too. Granted they do so in far fewer numbers, but they have less uninvited migrants to deal with overall.
