Driving infractions are neither victimless, nor a crime. They are bylaws for the community good. You victimize the community when you drive/park like a douche.

We should be able to hire people to have security

That is incorrect, private security has caused more than a few deaths. The 0 they do earn is in effectiveness.
I taunted more than a few 'security' in my youth. But I didn't (usually) try that shit on real cops.
