Yep. As someone who works retail I can say that this looks like they didn't order nearly as many cabbage seeds because they sell too slow to justify ordering a full shelf-worth regularly, as they would Broccoli. In a month or two when they sell those last couple of packets they'll probably restock.
They don't want to repeat the mistake of ordering 15 packs of Brussels sprout seeds that they can't get rid of.

The broccoli and sprout seeds have already been restocked three times this year. The cabbage seeds are leftovers from last season.

Hobby gardeners grow dumb shit like cabbage because they don't know any better. A truly experienced and non-corrupted FARMER will grow broccoli.
At least they're smart enough to avoid sprouts.
