Another issue with the strategy is that tanking doesn't work if too many people are trying to do it. If 1/3 of the MLB is tanking, that means the worst(best?) team to tank will be 10th in the draft. Also, you have to be able to trade off your proven veterans for draft picks and if too many teams are tanking, you won't have enough buyers for your vets.

I think it's just a gimmick to put people in the seats that will buy beer and hot dogs and hats.
I also think the story line that a 1/3 of the league is "tanking" is being a little over played. SD is supposed to have a deep farm and they signed Eric Hosmer to a big 8 yr deal. Most of the divisions are competitive and all but three teams in the NL , at one time or another this year looked to have a chance to make the playoffs.
