A pair of 10x50's will do the job. As a bonus, you'll also be able to see some of Jupiter's moons.

Not in an area which has as much light pollution as here.

You'd need to be right in the middle of a city like NYC or the "tall buildings" section of LA to see not see Jupiter's moons with binoculars. I could see it from my old backyard in NJ. It was fairly well lit up about 15 miles from NYC and 5 miles from Newark.
