Always function. I usually get an OtterBox too. They've saved my phone a dozen times. Having to restore everything is expensive downtime if I'm in the clock.
I don't care how much it does, so long as it does it well.
I used to love Windows Phone (7+), I was an early adopter and what it did it did well.
I now use an iPhone for the same reasons.
I totally go for functionality in phones, and customization. An unlockable bootloader is a must.

But what if you want alot of functionality in the pocket?
(I think there should be the option, but sadly, most phones these days have restricted functionality. )
I prefer functionality first.
Functionality is the original purpose of those devices.
