For context, I just took a smelly turd. I went to go to the bathroom to wash my hands. There's the option of either hot or cold, individually. I prefer warm, but that's simply impossible. It's either get the brief bit of warmth then scold your hands off or freeze your hands off. Is there a technique I should be using to stop my hands from getting third degree burns? What am I supposed to do?

Indeed. If the owners make such a bad decision they deserve the water bill.

Usually this is from older houses where mixing taps were reserved for the well-off back in the day. Its not uncommon in Australia and New Zealand. Also here the water bills aren't really geared to user pays so it doesn't encourage water saving.
