Yes. Browser fingerprinting scans your browser for info like what version you're using and what extensions you have installed. It then generates a number based on that info. The generated number doesn't tell you anything about the user, it doesn't go backwards, but it can tell if they are using more than one account on the site.

Or you can have 20 tor users all voting the same way. If the person is reasonably smart they will often vote different ways on the same post with different users, except, of course, when it really matters.
