How do you ban someone who is using different account names all the time and probably surfing between VPN nodes?

Right now all you can do is block their domains and accounts. If we make a report and submit it to a VPN company, they might give us some IPs that we could block, but potentially blocks other people. It's a shitty game of cat and mouse. The more open we are, the more vulnerable we are. If it gets out of hand we can talk about various user tracking and fingerprint systems if the community is willing to use them.
