If he was just advertising Indian rub and tugs then I wouldn't care.
Right now all you can do is block their domains and accounts. If we make a report and submit it to a VPN company, they might give us some IPs that we could block, but potentially blocks other people. It's a shitty game of cat and mouse. The more open we are, the more vulnerable we are. If it gets out of hand we can talk about various user tracking and fingerprint systems if the community is willing to use them.

Depending on the VPN provider, the admin can contact the VPN service, let them know what's up. All VPN exit nodes are recorded somewhere so admin could technically ban VPN use on the site although I doubt they will.
What if they are with a VPN provider who says 'no logs'?
Yes I doubt in this day and age its practical for admins to ban known vpn nodes, more and more normal people are becoming aware of web privacy and so you would catch them up in a ban as well as the spammer.
Do you think a script-kiddie is going to pay for a no-log VPN? Because those are the only ones who honestly don't keep logs. You get what you pay for.
4chan bans every single PIA exit node b/c they want to sell "gold" memberships or whatever. It's actually pretty common. Geekhack does the same thing and it's mainly just a mech keyboard community. I've never posted there but can't access certain features b/c of "spam from an ip address" when using a pia vpn.
