Not all the time But sometimes my chrome browser will load websites in an asian dialect before reloading in English.
My Google fu isn't strong enough to fish through the garbage or word it properly enough.

Do you use a VPN? That can sometimes do it.
Try deleting your cache and shit. It may not be directly related to a VPN, but you might have viewed a page in Japanese once and your phone switched to loading in Japanese or something.
