I've been getting to this pinball game on my phone. I want to be able to see the game full screen on my monitor and still use the phone as a controller. What is the best way to do this?
The Chromecast doesn't work for general use, though. It relies on the app supporting it. I know for sure (from experience) that includes YouTube and YouTube TV, Netflix, Hulu, and DirecTV Now. That's about all I had ever tried, but it's definitely on a per-app basis according to developer support of the feature.
I think you'd need a dongle, but it depends on the phone. Some will output video through the USB port and some won't.

Absolutely not the case. You can screenshare or screencast natively within andriod. Source: I have one and do it all the time.

That depends. If you have an iPhone, you can get a dongle (surprise) that will output to your monitor. If you have an android, it's probably just easiest to get a chromecast and then cast to your tv
