The worst memes tend to be political ones, most aren't even witty/funny and simply use a one line strawman followed by a not so witty "burn" that is meant to display intellectual superiority, however it more frequently comes off as "you created something dumber than you so juxtaposed you seem less dumb". It's like a staircase wit fantasy for these people, it's very much like George in "The Comeback" episode of Seinfeld.
