I think both statements are true.
They were epic for their time. But that time has passed. They're still good games, but unlikely to live up to the hype.
I played Half-Life 1 for the first time about 2 years ago. It was a good game. It was probably the first FPS with a decent story. If you like FPS games, its worth a few bucks and a dozen hours.
I haven't played Half-Life 2 so I can't comment on that.
