That means to make sure these jobs are done the easiest thing to do is to allow immigrants from countries that see cleaning up chicken shit for $3 an hour as a dream compared to dodging bullets.
Also people that are middle class in places like India and China often get educated n the US (education is a huge business in the US) and often begin their careers here. Many simply stay because they come from cultures that are averse to risk (having a good job in the US is huge). Others come and stay because culturally they have a dealt of more social freedom (think arranged marriages). US companies are usually very willing to sponsor immigrants for work visas because they are educated, hungry, dependent on the company, and willing to work for less.
