If it wasn't for him the 'Romance of the Three Kingdoms' video game series might never have existed. That makes him a hero in my opinion.

I wish 13 ran a bit better on my computer, but 9 is my favorite anyway, so if they just made it available on Steam with the power-up kit, just translated, I'd be very into that.

I can't seem to think of anyone appropriate.
I guess since Red Cliff exists as a movie, I could go with Cao Cao, but he's also a historical figure, so it's not quite the same.
Seto Kaiba from Yu-Gi-Oh isn't quite a villain, though he is an antagonist. I dressed up as him once for an anime convention.
