For the last 20,000 or so years human civilization has been the norm to some extent. There are large portions of the population that have a very hard time not acting on their animal impulses. We aren't born human, we are taught.

"Civilization" has varied a hell of a lot over those 20,000 years, and has never been what it is now. Our history includes many monstrous people who haven't been held back regarding their animal instincts.
Post-"apocalypse" would be no different, people will do what they want if they can, and what they don't want if they must. There will be consequences then just as there are now.

I'm not so sure this should be called normality, and I don't think humanity is as lofty as you imply.
