On both Reddit and Voat there are bots for numerous things. Reddit has many and voat seems to only have one.

That's pretty much it. It means the communications between the site and user will be encrypted, making it difficult for man-in-the-middle attacks, and other types of snooping or abuse.
@InnocentBystander is right. If the exclamation mark appears next to a link, it means it is HTTP and not HTTPS; the last "s" stands for "secure". I don't know the difference between the two at all, except I assume HTTPS has more security features in place.
