Do they simply provide some repel from shrapnel and then detonate a bomb besides a possible bomb?

As far as I know, areas are evacuated and they put a small explosive next to the suspected bomb with one of those robot things and detonate it. Most of the time it turns out not to be a bomb, just a bag someone has left on a bench or something.
Edit: I looked it up, and apparently they try and get the bomb into a container of sorts and cover it with sand to minimise the blast radius when it is detonated.
